If this was a planned demolition job then the contractor would probably be getting a pat on the back. But this isn't a demolition site, in fact this looks to be a brand new construction except someone forgot to lay the foundation and the building has collapsed.
Can you imagine sleeping through this and waking up the next morning lying on your wall?
