A proposed update to the Definition of Waste: Development Industry Code of Practice (CoP) could significantly cut the amount of paperwork, time, transport costs, and general upheaval currently required to reuse excavated materials on another site.
While the CoP was good in terms of deciding what is and isn't waste, clean soils were also deemed as waste too. That meant soil already clean had to go through a treatment plant centre before it could be reused.
The update to the CoP, known as version 2, seems to have rectified this issue, and clean soils will be transferable directly. There will be new rules governing this as PeterBrett explains:
"In all instances, a Materials Management Plan (MMP) must be prepared to outline the proposed use of the excavated materials. The MMP must be approved by a registered Qualified Person, a role that PBA has performed on many occasions."
Lets hope the proposal is accepted and this becomes part of the CoP.
