HSE: Construction industry needs single independent card agency

In the publication "A commentary on routes to competence in the construction sector", the HSE has highlighted the need for a single, independent card registration authority for the construction industry.

The problem at the moment is the sheer number of cards out there, coupled with the number of different ceritifcation schemes supporting them. This inevitably leads to inconsisteny, incompatabilities, and confusion on everyone's part.

The HSE solution is a single agency, independent of anyone, and able to manage all card registrations. Such a move would standardize registration and remove all the issues associated with the current systems.

As well as fixing problems, it also brings a number of new advantages. The existing schemes have gotten complex mainly due to necessity. Changing regulations means skill changes and a reaction from such schemes. By having a single agency handle all registrations, a change in regulation can be implemented once, and be clearly understood by everyone.
